tl;dr: In #DevelopmentCooperation, most structural challenges are #complex. Unfortunately, the sector is not well prepared to understand and work in the complex domain. #FutureOfCooperation 🌍 In development cooperation, especially when it comes to tackling underlying structural challenges, initiatives operate in the realm of complexity. Understanding this is crucial for effective decision-making. In the complex domain, cause and effect are only apparent in hindsight, requiring adaptive and emergent solutions. The Cynefin Framework helps to make sense of the world in which one wishes to make a difference and explains an initial distinction between Ordered (simple as well as complicated), Complex, Chaotic. 🔍 Characteristics of the complex domain: - Unpredictability: Outcomes are uncertain and traditional project management approaches may not be effective. - Emergent solutions: Effective strategies emerge through experimentation and learning rather than the application of best practice. - Need for adaptability: Flexibility and responsiveness are essential to navigate the changing landscape of challenges (and opportunities) that initiatives face. Nevertheless, development cooperation continues to be based on an understanding of the world as an ordered domain, sometimes unknowingly in a state of confusion. The sector needs to get real: - Iterative approaches: Conducting safe-to-fail experiments - even many in parallel - allows for learning and adaptation, leading to more effective interventions. - True stakeholder engagement: Working with local communities and stakeholders is essential to understand the nuances of complex environments. - Continuous learning within individual initiatives: Ongoing evaluation and adaptation are needed to respond to emerging patterns and challenges. 🌱 It would be very helpful if sector leaders were to recognise the complex nature of structural challenges in development cooperation. This would allow appropriate action to be taken.

Agree - but for systems thinking to be elevated we need to make more accessible to non-system thinkers and not just about of jargon that switched people of - they need to see the real value it can bring. As an aside I believe most people think in systems and it is that which we need to tap into.
Systems thinking needs to be elevated if more people are going to realise its benefits. If you don’t understand what systems thinking is, or why it’s needed above and beyond the other disciplines involved in complex programmes, you’re not alone. The concepts have been around for a while, and have been the foundation of my career for the past 20+ years, but it remains remarkably under-utilised considering the potential it has to affect positive change. While much of my systems thinking work has been in the field of engineering, it’s not the linking together of technical systems that has made the difference but the way it has enhanced things like programme communication and collaboration. This is why, outside of the realms of engineering, I believe systems thinking methodologies could be the key to tackling some of the biggest challenges businesses, the public sector, and NGOs face today. I’m a champion for the discipline in all its facets, whether that’s about applying it in complex programmes of change, or how the skills and tools that sit at its heart can help shape the leaders of tomorrow. I’m looking forward to sharing insights, shining a light on the great work being done through systems thinking, and connecting with more fellow practitioners and thought leaders in the space. #SystemsThinking #SystemsIntegration #SystemsLeadership #Transformation

Wrapping up 2024 with an insightful meeting with Mr. Issam Mosaddeq, Economic Adviser and Head of Prosperity and Economic Growth at the Foreign, Commonwealth and Development Office (FCDO), British High Commission Dhaka. We mainly discussed how we can utilize cutting edge technology to address critical developmental challenges such as Environment and Climate Change and Social Development. We also talked about the importance of creating meaningful advocacy and awareness programs rooted in evidence, where technology can make a significant difference. Lastly, we should focus more on learning from processes and methodologies during project implementation, rather than solely focusing on predetermined deliverables. Looking forward to a meaningful collaboration in the future!

Innovating the Public Sector: Leveraging Project Management for a Brighter Future Public project management and service innovation are essential for modernizing public administration. As social demands grow in complexity, blending modern project management with innovation helps public services become more efficient and accountable, keeping citizens at the core. 1. Evolution of Project Management in Public Sector Project management frameworks like PMI's PMBOK strengthen managers' ability to meet critical project goals. Success requires balancing technical precision with social responsibility and innovation, while effective communication is crucial to align outcomes with societal needs. 2. Results Orientation in New Public Management New Public Management prioritizes results and innovation, with agile methods allowing flexibility to meet changing needs. However, “pilotism” remains an issue; integrating innovations into routine operations can solidify their impact. 3. Technological Innovation AI and blockchain drive algorithmic accountability and resource optimization in public services, supporting data-driven decisions and enhancing transparency in service delivery. 4. Governance and Support Successful public sector projects need robust governance. Collaborative structures aligned with strategic goals help overcome implementation obstacles. 5. Culture of Innovation Encouraging a culture of experimentation enables adaptive, citizen-centered public services that better meet evolving expectations and increase satisfaction. Aligned with innovation and continuous learning, public project management can transform the sector from merely executing policies to actively innovating for societal benefit.

👇Here are a few tips to anchor sustainability in a project setting: ✔Assess and identify approaches to address institutional and political barriers at the design phase. ✔Strategize for a context-driven approach and align objectives and activities with political and institutional realities. Deliver locally-owned solutions. ✔Ensure that planning and activities are informed by rigorous contextual analysis and data. ✔Institutionalizing change requires crafting synergies with decision makers. Build trust with partners and devise innovative measures to address lack of political will. ✔Introduce a blend of top-down and bottom-up approach. ✔Local ownership is the engine that gives reforms legitimacy. Collaborate with partners to identify the root causes hindering change. Foster dialogue on methodologies and change management tools to help partners lead organizational change. ✔Ensure structured engagement and program governance with partners at the outset. ✔Plan for scaling up and strategize for expansion, integration, streamlining, learning and collaboration. This needs to coincide with partners' commitment to drive change.

2moI think the first step is to figure out why we desire for predictability and hope that everything is just complicated instead of complex. I guess we want to believe that public money has to be spent with an exact description of value that is achieved - although for example in academia we are used to research and exploration with public funds. Interesting topic to think about..
