    About the “Egyptian-German Joint Committee on Renewable Energy, Energy Efficiency and Environmental Protection “(JCEE)

    JCEE is an on-going technical cooperation project that is implemented in Egypt since 2008 and funded by the BMZ. Since July 2019, JCEE launched its fourth phase with its political partner the Ministry of Electricity and Renewable Energy (MoERE) and further affiliated partner institutions with the objective of improving the operational framework for the reduction of the CO2 intensity in the electricity supply as well as at the consumer level.

    Accordingly, implementation in five work fields is ongoing to achieve objectives with the following support targets to MoERE and affiliated partner institutions:

    1. Improving the planning capacities of the Egyptian Electricity Transmission Company (EETC) and the New and Renewable Energy Authority (NREA) for integration of a high share of renewables in the national transmission grid

    2. Exemplary implementation of processes for the distribution of energy efficient technologies

    3. Strengthening the planning and regulatory capacities of electricity Distribution Companies (DISCOs) for the promotion of renewables and energy efficiency

    4. Improving the preconditions for the implementation of strategic, regulatory, and financial instruments for energy efficiency

    5. Providing the Egyptian Environmental Agency Affairs (EEAA) with the instruments of the international climate regime for the promotion of renewables and energy efficiency. Herein, the project supports its partner institutions with comprehensive policy advice, holistic capacity development measures, educational initiatives, and technology transfer

    A. Responsibilities

    The Junior Renewable Energy and Energy Efficiency Advisor is responsible for

    • supporting the project’s portfolio in the activities related to Renewable Energy and Energy Efficiency in accordance with the project goals agreed with the partners and the superior
    • assisting project initiatives to provide professional advisory services to and cooperate with a range of target groups
    • supporting the innovation and knowledge management and the communication of innovations to a broad target group via active participation in fora, conferences, and other events
    • contributing to the employment of the GIZ Capacity works’ project management model in all project’s working areas

     

    The Junior Renewable Energy and Energy Efficiency Advisor performs the following tasks:

     

    B. Tasks

    1. Implementation of project activities

    The Junior Renewable Energy and Energy Efficiency Advisor

    • assists in delivering general and technical knowledge and provides consultancy in the areas of (renewable energy, energy efficiency in the industrial sector, grid modernization and digital transformation on the generation, transmission, and distribution levels)
    • assists in identifying needs for external support and advice as well as working on policy recommendations
    • supports the development and implementation of project plans and activities in close consultation with partner institution
    • assists in preparing and implementing workshops, capacity building and other events on issues connected with the project’s work-plan in the above-mentioned areas
    • supports in the identification of capacity building needs and assists in developing strategies to build up capacities of involved stakeholders
    • supports in the monitoring of project progress in the fields of work related to his assignment
    • supports in the site visits under the different project activities and support on the technical activities in terms of but not limited to measurement equipment and on job training

     

    2. Knowledge management

    The Junior Renewable Energy and Energy Efficiency Advisor

    • compiles relevant information to be shared with the main stakeholders of the project
    • supports in the cooperation, regular contact, and dialogue between the project partners, relevant organizations, and non-governmental stakeholders and with other projects
    • supports in the development of strategies and technical concepts, including guidelines, manuals, and procedures
    • supports in drawing up reports and presentation documents
    • supports in the preparation of appropriate input for various project reports including annual reports and outreach material
    • assists in proposing and initiating new and innovative approaches and ideas to enhance the JCEE project
    • coordinates the filing and archiving of all work documents according to GIZ rules and regulations

     

    3. Coordination tasks

    The Junior Renewable Energy and Energy Efficiency Advisor

    • supports in planning of activities related to his/her work fields in coordination with the project team
    • assists in the development of concepts and strategies, including preparation and organization of planning any exercises related to the project’s scope
    • ensures a regular coordination of relevant project activities at local level in consultation with the project team and in cooperation with the partners
    • provides support in the coordination with external consultants, including preparation of terms of reference (TOR) communication with GIZ procurement unit, as well as deliverables of consultants, quality assurance and reporting
    • participates in reporting the results of various partnerships and identifying best practices and lessons learned directly linked to partnership-building activities

     

    4. Other duties and tasks

    • performs other duties and tasks at request of management

     

    C. Required qualifications, competences and experience

    Qualifications

    • Bachelor’s degree in Engineering (mechanical or electric) or equivalent degree in an area that is related to renewable energy, energy efficiency, energy economy or energy management.

    Professional experience

    • At least one-year experience including internships in the field of engineering, renewable energy, energy efficiency or international development cooperation.
    • Initial experience in at least one of the following fields (renewable energy, energy efficiency in the industrial sector, grid modernization and digital transformation on the generation, transmission, and distribution levels).
    • Experiences within the international development cooperation will be considered as an asset.
    • Basic understanding of the Egyptian government structure and governance of the country, especially in sustainable development and within the electricity sector.
    • Previous basic knowledge with the energy management system in accordance with ISO 50001 standards.

    Other knowledge, additional competences

    • Good communication and organizational skills.
    • Native language speaker Arabic and excellent English language skills (both spoken and written).
    • Ability to transmit knowledge in a user-oriented way.
    • Results- and performance-oriented.
    • Excellent knowledge of ICT technologies (relevant software, emails, internet) and MS Office computer applications, especially MS Office. (Word, Excel, PowerPoints, and Outlook).
    • Excellent communication skills and the ability to deal with various partners and involving government.
    • A strong capacity for effective teamwork, high degree of flexibility, ability to work under pressure.
    • Excellent problem-solving skills and innovative thinking.
    • Excellent organizational and interpersonal skills.
